Serving as President is George E. (Skip) Wilson. Skip has served on the Board of Directors since November 1997 and is retired from the Mojave Water Agency where he served as the Director of Administration and Finance. Mr. Wilson has served on the Board of Directors of Valley Bank in Moreno Valley since 1975. He also served as an officer in the United States Air Force. Mr. Wilson is a native of San Bernardino and holds a Bachelors of Science Degree in Finance from the University of Southern California.

Kip E. Sturgeon, has served on the East Valley Water District Board of Directors since 1991. Kip has an associate degree from San Bernardino Valley College and, during the 1980s, served eight years in the United States Naval Reserve as a heavy equipment operator. When not handling District affairs, Kip is very involved with California YMCA and many local foundations.

Matt Le Vesque has served on the Board of Directors of East Valley Water District since 2007. Matt was raised in San Bernardino, attended local schools and colleges, and is a USC Associate. He is president of Bishop Construction Services, Inc., a general engineering, building, and consulting company. In addition, he co-hosts a radio program that deals with construction, remodeling, and related issues.

James Morales, Jr., has served on the Board of Directors of East Valley Water District since April 2008. He comes to the East Valley Water District having extensive experience in the private and public sectors and his academic accomplishments include a BA in Economics and an MA in Public Administration. He currently serves as Legislative Analyst for the County of San Bernardino where he is responsible for representing County interests on Federal and State Legislation. Additionally, he has served the County as a Budget Analyst and Commercial and Industrial Valuator. As an Analyst he was a part of a specialized team charged with central oversight of the County’s approximately $3.5 billion annual budget. As a Commercial and Industrial Property Valuator he was responsible for adding complex high value assessments to the County’s $173 billion real property tax roll. In the private sector, he was a business owner for many years with professional real estate and mortgage offices located in Highland and Grand Terrace. In the past, he has also volunteered his time and specialized expertise to the City of Highland as a member of the Design Review Board and the East Valley Water District as an advisor to the Real Estate Committee. Along with a sense of civic responsibility, his interests include a deep love for his family and children, playing the guitar, and the restoration of classic American automobiles.

Larry Malmberg is a native Southern Californian born and raised in Fontana CA. Larry attended school in Fontana graduating from Fontana High School in 1963. He worked at Kaiser Steel Mill in Fontana and left employment there in 1970 as an electrician to take a position as a Deputy Sheriff with San Bernardino County Sheriff’s Department. Larry completed 20 years of service with the San Bernardino County Sheriff’s Department and retired honorably in January of 1991 with the rank of Detective. His most memorable service on the Sheriff’s Department was 5 years in the Homicide Division. Upon retirement Larry started Larry Malmberg Investigations and Security of which he is the President and Chief Executive Officer of, the business is still in operation today and is based in San Bernardino CA. Larry has always expressed an interest in water quality, delivery, cost and control and is very optimistic as a board member of the East Valley Water District. Larry looks forward to serving the clients of the East Valley Water District.

Management Structure
The management of East Valley Water District falls on a team of professionals working with the Board of Directors to achieve its primary goal, which is excellent service at a reasonable cost.

Robert E. Martin has served as the General Manager for East Valley Water District since 1990. Before becoming the general manager, Mr. Martin served 6 years as the District Engineer for East Valley Water District. Before Mr. Martin’s employment with the District, he was employed as a private civil engineer. Mr. Martin holds a Bachelor of Science Degree in Civil Engineering and is a Registered Professional Civil Engineer in California.

The Chief Financial Officer for the District is Brian W. Tompkins. He has been with the District since January of 2002. Before coming to East Valley Water District he was employed by Rogers, Anderson, Malody and Scott Certified Public Accountants. Mr. Tompkins holds a Bachelor of Science Degree in Business Administration and is a Certified Public Accountant.

Ron Buchwald has served as the District Engineer for East Valley Water District since June 2006. Prior to that, Mr. Buchwald served as the Assistant District Engineer for East Valley Water District since May 2002. The District has employed Mr. Buchwald since 1999. Before coming to East Valley Water District, Mr. Buchwald was employed as a Civil Engineer with a private company for nine years. Mr. Buchwald holds a Bachelor of Science Degree in Civil Engineering and is a Registered Professional Civil Engineer in California.
