Election Information

East Valley Water District consolidates with the San Bernardino County Registrar of Voters Office for all elections. The San Bernardino County Registrar of Voters serves as the election officer and is responsible for all candidates' filings and the issuance and acceptance of nomination papers. East Valley Water District is responsible for publishing all legal notices as well as campaign and conflict-of-interest filings required by the Fair Political Practices Commission.

The 2015 elections will be conducted at polling locations along with the General Election for the purpose of electing the 5-member Board of Directors. Board members are elected to staggered 4-year terms.

Board members are elected at-large, meaning, they do not represent any 1 district or area within the district. Board members do not have term limits. The next general election for East Valley Water District will be held in November 2015, with 3 seats up for election at that time.

Candidate Filing Timeline

Election Information
ØVoters can vote by mail ballot.
o Voter Information Guides will start arriving in voters’ mailboxes on Saturday, October 3, 2015.
o Mail Ballots will be delivered to voters’ mailboxes on October 10, 2015.
o Deadline to register to vote is October 19, 2015
o Elections website - www.sbcountyelections.com may be used for Mail Ballot Drop-off location lookup.
ØVoters can vote at Early Vote locations.
o Early Voting begins October 5, 2015.
o Voters can go to the Elections Office to cast an early vote or drop off a voted mail ballot at:

Public Examination

Ø The Elections Office shall make candidate statements available for public examination for 10 (10) calendar days immediately following the Candidate Filing deadline.
o Public examination begins August 8, 2015.
o Public examination ends August 17, 2015.

Extension of Deadline

Ø If an incumbent does not file by the Candidate Filing deadline, 5 p.m. on August 7, 2015, any person other than the incumbent may file for that office within the extended period of 5 (5) calendar days.
o Extension period begins August 8, 2015.
o Extension period ends August 12, 2015.
Ø In the event of an extension, the Public Examination of Candidate Statements will begin August 13, 2015 and end August 24, 2015.

Random Alphabet Draw

Ø On August 13, 2015, the Secretary of State conducts a drawing of the alphabet to determine the order of the candidates’ names on the ballot.
o The resulting order of these letters applies throughout the name, and not just the first letter.
o For example, Adams could precede Aaron based on this random draw.

Write-In Candidate Deadline

Ø Any qualifying person wishing to file as a write-in candidate may request Candidate Filing documents at the Elections Office during the Candidate Write-in period.
o Candidate Write-In period begins September 7, 2015.
o Candidate Write-In period ends October 20, 2015.

Voter Information Guide

Ø The Voter Information Guide is a booklet published by the San Bernardino County Elections Office that includes election specific information about voting, assigned polling places, measures, and the sample ballot and candidate statements.
Ø The Elections Office mails the Voter Information Guide to all registered voters beginning October 3, 2015.

Candidate Filing Period
In order to run for office, candidates may request and return candidate filing documents during regular business hours at the Elections Office.
August 8 - August 12
Candidate Filing Extension Period
If an incumbent fails to file candidate filing documents by August 7, there will be a 5-calendar day extension during which any candidate, other than the incumbent, may file.
August 8 - August 17
Public Examination Period
Candidate statements are available for public examination at the Elections Office. During this period, any citizen may seek a writ of mandate or an injunction requiring the material in the statements to be amended or deleted.
August 13
Random Alphabet Drawing
The Secretary of State shall conduct a drawing of letters of the alphabet to determine the order in which candidates’ names will appear on the ballot.
September 7 - October 20
Write-in Candidate Filing Period
Candidates may request and return write-in candidate filing documents during regular business hour at the Election Office.

FPPC 1st Pre-Election Statement Due
Deadline to submit first pre-election campaign disclosure statement covering the period of July 1, 2015 - September 19, 2015.

October 5 - November 2
Early Voting Period

Voter Registration Deadline
Deadline to register to be eligible to vote in the November 3, 2015 consolidated Election.
October 22
FPPC 2nd Pre-Election Statement Due
Deadline to submit second pre-election campaign disclosure statement covering the period of September 20, 2015 - October 17, 2015 is due.
November 3
Election Day
Polling places will be open for poll voters and voters dropping off mail ballots from 7 a.m. to 8 p.m.
Results will be released at:
  • 8:05 p.m. - Results posted for Mail Ballots received from the USPS and Mail Ballot drop-off locations prior to Election Day.
  • 10 p.m. - Results for Mail Ballots received from the USPS on Election Day morning, and results for ballots cast a nearby polling places on Election Day added to results.
  • 12 a.m. (or earlier if the counting of ballots cast at polling places is completed) - Final Unofficial Election Night Results posted.
