Wastewater Treatment Rates

East Valley Water District’s Board of Directors will conduct a public hearing to consider a proposed increase to wastewater treatment rates adopted by the City of San Bernardino. If approved by the District’s Board of Directors, the increases would take effect on July 1, 2017.

All members of the public are invited to attend a public hearing regarding proposed changes to your wastewater treatment rates adopted by the City of San Bernardino, to be held on Wednesday, January 25, 2017 at 5:30pm at East Valley Water District’s Board Room — 31111 Greenspot Road, Highland, CA 92346.

Wastewater Conveyance and Treatment

Your wastewater charges are separated into two categories – conveyance and treatment. East Valley Water District proudly operates and maintains the wastewater pipeline system, also known as conveyance. This includes pipeline construction, monitoring and repairing of the system.

In accordance with Joint Powers Agreement (JPA) dated 1957, as amended, the City of San Bernardino Municipal Water Department is responsible for treating East Valley Water District’s wastewater flows at the San Bernardino Water Reclamation Plant facility. The JPAs stipulate that the City of San Bernardino Common Council is the rate setting body for wastewater treatment services. East Valley Water District is obligated to charge the rates set by the City of San Bernardino Common Council.

Three-Step Wastewater Treatment Rate Increase

On September 24, 2015, the City of San Bernardino Common Council approved a three-step wastewater treatment rate increase, with incremental increases to become effective on October 1, 2015, July 1, 2016, and July 1, 2017. This rate increase only applies to the treatment category provided by the City of San Bernardino. The conveyance charges, provided by EVWD, will remain the same.

The January 25, 2017 public hearing will only consider the phase three rate increase that becomes effective July 1, 2017.
